Rodrigo Roa Duterte, president of the Republic of the Philipines was supported for the use of cannabidiol (CBD) or marijuana for alleviating severe forms of epilepsy.

Panelo made the statement even the President made a contrary remark in March 2019 during a Partido Demokratiko Pilipino–Lakas ng Bayan (PDP-Laban) campaign rally in Negros Occidental.
Duterte said that he is no longer in favor of the legalization of marijuana in the Philippines.
