Netizens tags the video to “Idol In Action” a subsidiary program of Raffy Tulfo In Action.

In the video you can witness the heated argument between the city hall authorities and the woman which they are forcing her to pay the penalty but the question their is that the woman is inside her home and no one is around in the area.

This will more interesting if Idol Raffy gives justification to the case as he hears the both sides to explain their point.
