The Republic act no. 8491 otherwise known as the flag and heraldic code of the Philippines states that reverence and respect shall at all times be accorded the flag, the anthem, and other national symbols which embody the national ideals and which embody the national ideals and which express the principles of sovereignty and national solidarity.
“Republic Act No. 8491” is now viral on social networking sites such as Twitter and Facebook. Netizens urge the authorities to investigate Cavite 7th District Rep. Jesus Crispin Remulla in Violating the Republic Act No. 8491.
Here’s the video of Rep. Remulla not participating during flag ceremony;
Cavite 7th District Rep. Jesus Crispin Remulla took the time to “forgive” what he called “ABS-CBN people” during his apology for his flag ceremony gaffe on one of the hearings on the television company’s franchise.
“I’d like to apologize for an earlier incident na ako po’y may sinusuluat na note nung nagf-flag ceremony tayo (I was writing a note during our flag ceremony),” Remulla said.
“As usual, the ABS-CBN people are the ones playing it up now on social media. But I will forgive them. “Ang sa akin ho, I wrote the note—hindi ko ho excuse ‘to (this is not me excuse)—because something went into my mind for the questions I will ask tonight… Ako’y humihingi ng dispensa sa ating mga kababayan (I apologize to our countrymen),” he added.

According to some netizens:
“Hello po, I think nabasa ko po sa mga books ko yung Republic Act No. 8491 of 1998. Whereas section 2, first sentence stated that “Reverence and RESPECT shall at all time be accorded the flag, the anthem, and other national symbols which embody the national ideals and traditions.”
“Selective justice tau dito sa Pilipinas dba? Therefore, we cannot expect Remulla to be given a punishment even though it is clear that there is a violation against Republic Act No. 8491.”
