The confirmation was made of Presidential Spokesman Ernesto Abella who announce in Moscow, Russia around 6:39 p.m. (11:30 Manila Time). According to him, President Rodrigo Duterte declared martial law in the island of Mindanao. Maute Group (linked ISIS) is not attacking the City of Marawi.

President Duterte makes the declaration while on an official visit to Russia.

According to Cayetano, “They understand that the president has to return to the Philippines. I will stay behind to sign agreements. The president feels he is needed in Manila ASAP.”

On Martial Law in the Entire Island of Mindanao

In order to suppress lawless violence and rebellion and for public safety, it is necessary to declare Martial law in the entire island of Mindanao, including Sulu, Jolo and Tawi-tawi for a period of 60 days.
The government is in full control of the situation and is fully aware that the Maute/Isis and similar groupds have the capability, though limited, to disturb the peace; these have shown no hesitation in causing havoc, taking innocent lives and destroying property.
