In the pursuit of inclusivity and accommodation, Supreme Court Associate Justice Ramon Paul L. Hernando, the 2023 Bar Examinations Chairperson, took strides to enhance this year’s Bar Exam. The regionalized and digitalized format aimed to be accessible to all examinees, including those with special needs, facilitating their participation in the exams under exceptional accommodations. This commitment to inclusivity marks a significant advancement in ensuring equal opportunities for aspiring lawyers.
The Philippine bar examination is a specialized test distinct from those administered by the Professional Regulation Commission (PRC). Instead, it is exclusively overseen by the Supreme Court.
The Supreme Court administers the Bar examinations in accordance with Article VIII, Section 5 of the Constitution, which empowers it to establish rules regulating admission to the legal profession.
According to some Filipino lawyers, the difficulty of the bar exam lies in its comprehensive coverage of a broad spectrum of legal subjects. The anticipated annual passing rate is typically between 20% to 30%, contributing to the perception of its rigorous nature.
