Former Batangas Vice Governor Ricky Recto diėd on Tuesday, according to his brother, Deputy Speaker Ralph Recto.

“With sadness, we share the news that our brother Ricky has passed away,” the Deputy Speaker said in a statement.

“Words are hard to come by to express the sorrow of losing him, but we take comfort in our fond memories of him to overcome the pain we feel.”

Recto was the older brother of Plinky Recto, a former actress, and Deputy Speaker Recto.Rafael Recto, a former Batangas board member and assemblyman, died in 2008.

“We do recognize that Ricky had served as a national athlete and as an elected official, so a simple memorial is being discussed, the details of which may be announced soon.”

The resolution also stated that “evidence presented shows that no one among the military officers conspired to assassinate then Governor Sanchez.” Either they planned or the latter occurred, but never did they have any concrete conspiracy to effectuate their plan or perform overt acts to achieve their goal. “The evidence on hand points out that the bombing could have been perpetrated by any other individual.”

According to these findings and because the Revised Penal Code, with the exception of Articles 115, 136, and 114, does not penalize the mere act of conspiring to commit a crime, SDSP Villanueva recommended that the case against Respondent RECTO be dismissed for lack of evidence.
