Inmates in Malolos City, Bulacan sleep so close to each other on the ground that its almost impossible for them to go get up and go to the restroom without stepping on their fellow inmates.

Welcome to the Malolos, Bulacan Provincial Jail, a facility which has only 500 capacity of inmates but now they’re all about 3,000 inmates are there.

Gov. Wilhelmino M. Sy-Alvarado is asking a cooperation from the National Government to decongest the facility.

Gov. Alvarado Stated ‘’It’s about time we build a new, bigger provincial penitentiary,’’

His priorities is the congestion of the provincial jail as he said.

It is inhumane and has heightened the tension due to overcrowding Gov. Alvarado said.

The governor conceded that local government can only do so much to lighten the problem in regards with the situation of the inmates in Bulacan provincial jail.

The task force created to find solutions for its recommendation but the governor feared that every day that passes without any actions could lead into jail riots.

Gov. Alvarado said that the all-out campaign against crime of the (PPO) Bulacan Police Provincial Office has been taking criminals off the streets, but created another problem since the wrongdoers most of them is facing drug charges are sent to the BJP.

Gov. Alvarado explained that, “In spite of the efforts of the provincial government and the courts to fast track the cases of detainees, the complaints of their families continues to pile up because more inmates are being brought to the already jam-packed and overcrowded jail,”. ”Even if we continue to pour all-out efforts to make our provincial jail an ideal place for reformation, it is still in vain because of overcrowding.

He added that “No matter how the 5 Pillars of Justice doubled their efforts in fast racking their cases, it is still not enough because they keep on increasing on a daily basis,”.

Gov. Alvarado said that he is asking the support of the National government to construct more spacious jail so that inmates can do their recreational activities such as exercising, gardening, raising livestock and also they can do their meditation to have an awareness of their spiritual wellbeing.

The governor said that, “Even though they are prisoners, they should be provided with a much more humane living condition and not like sardines. Baka dumating ang araw na nakatayo at nagsisiksikan ang mga preso doon kasi hindi na talaga kayang i-accommodate ng provincial jail ang patuloy na dumadaming bilang ng preso na nadadala dito araw-araw,”

He said that these solutions could require a bigger funds or budget.

Gov. Alvarado said that, ‘’Aside from a new looking jail, the task force is also doing a proposal to the  Sangguniang Panglalawigan (Provincial Board) to construct jails in the four congressional districts of the province.

Lt. Col. Pepito B. Plamenco the Warden of the Bulacan Provincial Jail making sure that the inmates are behaving well, adding that it is all about reforming the inmates through their religion because BJP is not just intended for punishments.

Lt. Col. Pepito said that he is thankful to the preacher and pastors who always come and visit in the BPJ to spread good news to the inmates and promotes the word of Jesus Christ.
