Bicameral Committee Approved P2.264-Trillion National Budget for 2014

The Bicameral committee has approved during the conference on Tuesday the P2.264 trillion national budget for 2014. The approved budget is in accordance to the reconciled version in which the Priority Development Assistance Fund (PDAF) or known as “Pork Barrel” has no part of it.

The committee also made a step to remove provision that give lawmakers the power to get involve in expenditure to the said budget. In the ground of being unconstitutional, PDAF has been removed by virtue of the Supreme Court (SC) ruling.

PDAF was declared by the Supreme Court unconstitutional saying it violates the principles in the grounds of separation of power.

In an interview, Senate Finance Committee Chairman, Senator Francis Escudero said that the committee has removed all the incompatible provisions and placed provision to prohibit the “post-enactment intervention, he said.

Vice President Jejomar Binay and some other 15-senators have chosen to give up their discretionary fund for the next year, the reason that there is a total of P3.2-billion reduced from the budget.

The rest of the senators and House of Representative members have to realign their discretionary funds to the government agencies and other items in the budget.
