MANILA (UPDATED) – Canada advises its nationals to “exercise a high degree of caution” in the rest of the Philippines “due to crime, terrorism and kidnapping” and to avoid visiting the majority of Mindanao.

The following Western Mindanao provinces are off-limits to Canadians “due to the serious threat of terrorism, kidnapping, high levels of crime, and violent clashes between the security forces and rebel groups”:

  • Basilan
  • Cotabato
  • Lanao del Sur
  • Lanao del Norte
  • Maguindanao
  • Misamis Occidental
  • Sarangani
  • South Cotabato
  • Sultan Kudarat
  • Sulu
  • Tawi-Tawi
  • Zamboanga del Norte
  • Zamboanga del Sur
  • Zamboanga Sibugay

Additionally, Canada has recommended that non-essential travel to certain Central and Eastern Mindanao provinces be avoided:

  • Agusan del Norte
  • Agusan del Sur
  • Bukidnon
  • Davao de Oro
  • Davao del Norte
  • Davao del Sur, excluding Davao City
  • Davao Occidental
  • Davao Oriental
  • Misamis Oriental
  • Surigao del Norte, excluding Siargao Island
  • Surigao del Sur

Millions of Filipinos and international visitors travel throughout the nation throughout the Christmas season, which coincides with Canada’s advisory.

Local Response and Tourism Impact

Philippine tourism officials have previously emphasized that many areas of the country remain safe for visitors, particularly major tourist hubs with a strong security presence. However, analysts note that recurring foreign travel advisories can influence international perceptions and travel decisions.

“Advisories like this are precautionary but can affect tourism sentiment,” said a regional security analyst. “They reflect broader concerns about localized risks rather than a nationwide threat.”

Advice for Canadian Travelers

Canada’s advisory encourages its citizens to:

  • Avoid non-essential travel to high-risk areas
  • Register with the Registration of Canadians Abroad service
  • Follow instructions from local authorities
  • Maintain awareness of surroundings at all times

Travelers are also urged to ensure they have comprehensive travel insurance and emergency contingency plans.

The Canadian government said it will continue to monitor the security situation in the Philippines and update its guidance as necessary. Travelers are advised to consult official government channels before finalizing travel plans.
