Land Transportation Office (LTO) Chief Assistant Secretary Atty. Vigor Mendoza II has disclosed significant details regarding the viral road rage incident. It has come to light that the driver of the white Honda CRV involved in the incident was not the registered owner of the vehicle. Instead, the vehicle is registered under the name of a woman hailing from Rizal. This revelation adds an intriguing layer to the investigation, raising questions about the driver’s identity and their relationship with the registered owner of the vehicle.

Mendoza underscored the critical significance of both identifying the driver and verifying the legitimacy of their driver’s license.

“Gusto nating malaman kung ang sasakyan ba ay nabenta na o pinahiram. Sa pamamagitan nito, malalaman natin ang identity ng taong ito,” Mendoza said.

He also highlighted the swift response of the LTO’s Region IV A office, led by RD Asuncion, which assures the public of the LTO’s commitment to taking prompt and decisive action on this matter.

“Mabilis ang aksyon natin dito sa pamamagitan ng ating LTO-Region IV A sa pamumuno ni RD Asuncion. Makakatiyak ang ating mga kababayan ng agarang aksyon ng LTO tungkol dito,” Mendoza added.

In a significant development, the LTO has issued a Show Cause Order (SCO) dated September 25, signed by LTO Regional Director Cupido Gerry Asuncion. This SCO mandates the registered owner to provide a notarized affidavit explaining why she should not be subject to penalties in relation to the road rage incident.

The legal basis for this action is Section 48, Article V of Republic Act 4136, commonly referred to as the Land Transportation and Traffic Code, which holds the owner responsible for Reckless Driving. This proactive measure underscores the LTO’s commitment to ensuring accountability and addressing the incident thoroughly in accordance with the law.
