President Rodrigo Duterte assures the Filipino people on Monday that the ”enhanced community quarantine” is not martial law and that our enemy is the virus. Pres. Duterte appeals to the Employers and expected to provide the 13th-month pay or half of the workers’ salaries affected by the enhanced community quarantine throughout Central Luzon.

 “Yun sanang malalaking enterprises maybe you can consider paying the 13th month pay or just paying them maski kalahati sa sweldo nila kung walang trabaho as a way of showing your solidarity with the Filipino at theis critical time,” President Duterte makes the public address on COVID-19 on Monday evening, March 16, 2020.

President Rodrigo Duterte placed the entire Luzon under “enhanced community quarantine” effective Tuesday, March 17, 2020. This will happen, classes’ suspension in all levels will cover entire Luzon until April 14, 2020, mass gatherings will be prohibited, a strict home quarantine will be observed in all households and movement will be limited to buying basic necessities, and there will be the heightened presence of uniformed personnel to enforce quarantine procedures.

A work from home arrangement shall be implemented in the Executive branch, except those in frontline services. Media personnel shall be allowed to travel within the quarantine area. Mass public transport facilities shall be suspended.

Business Process Outsourcing (BPO) establishments and export-oriented industries shall remain operational, subject to the condition that strict social distancing measures are observed. Land, air and sea travel shall be restricted.

Concerned gov’t agencies shall formulate programs, projects, and measures, such as the moratorium on lease rentals, advanced 13th-month pay, a reprieve in utility bills, for the social amelioration of affected workers and residents in Luzon.
