Loreto Baby Ramos Ilao has uploaded a photo of a scavenger, who is know to be Gerry, wherein it can be seen that Gerry was not given a quarantine pass. According to the post, he was also not given some relief goods.

It was said that the reason of this is because he does not have an address to present to the officials. Gerry only stays at a vacant lot.
