In the latest update of Wanted sa Radyo Raffy Tulfo In Action, the program tackles the latest viral video emcompasses a police shot a retired army with PTSD amid COVID-19 outbreak.

Looking at the video several times, I believed this police officer used excessive force to kill the retired disabled army.
I think the police officer is more mentally disturbed using his emotion in making his decision to kill the person. Why is it that he is the only one who shot the victim when lots of them were chasing him.
