With the accordance by the former Commission on Elections (Comelec) chairman Sixto Brillantes concerns for the issues given to Davao City Mayor Rodrigo Duterte, the mayor can replace and be a substitute for Martin Diño as PDP Laban’s presidential bet for the election 2016.

Pointing out by Brillantes, there are looks at the Omnibus Election Code showing how and why Duterte is capable to be a substitute as there are and his reasons filled up the three grounds with the given rules.

Stating, “Section 77 speaks of death of the official candidate, disqualification of the official candidate, or withdrawal of the official candidate,”

He also talked about Dino’s certificate of candidacy having the intent that he is really running for mayor of Pasay City. That all of it was just a error and that it could be corrected.
