Torre is appointed MMDA General Manager by Marcos

MANILA (UPDATED): Malacañang confirmed on Friday that Nicolas Torre III, a former commander of the Philippine National Police (PNP), has been named general manager of the Metropolitan Manila Development Authority (MMDA) by President Ferdinand Marcos Jr.

Procopio Lipana was replaced by Torre, according to the Palace.

According to Marcos Jr., Torre was dismissed as PNP chief this year due to alleged conflicts with the National Police Commission.

In the midst of the administration’s continuous efforts to handle Metro Manila’s ongoing traffic congestion, flood control problems, and urban management challenges, Torre assumes the position. It is expected that his appointment will continue the government’s infrastructure and transport initiatives in the capital region.

Before his appointment, Torre served as an undersecretary and held various key positions in government, where he gained experience in public administration, inter-agency coordination, and project implementation. Officials familiar with his work described him as a “results-oriented” leader with a strong grasp of metropolitan governance.

Malacañang said President Marcos selected Torre for his “proven leadership and ability to manage complex, multi-agency operations,” a crucial requirement for heading the MMDA.

In a brief statement, Torre thanked the President for the trust and vowed to “serve with integrity and urgency,” emphasizing that Metro Manila’s problems require “swift, coordinated, and sustainable solutions.”

Several lawmakers and local officials welcomed the appointment, expressing hope that Torre’s leadership would lead to more decisive action on long-standing urban issues.

Transportation groups, on the other hand, said that they expect significant changes, particularly in the areas of public transportation coordination and traffic enforcement.

Torre replaces the outgoing MMDA chief, who completed his term earlier this year. The MMDA said a formal turnover ceremony will be held in the coming days.

With Metro Manila facing mounting challenges due to population growth and climate risks, Torre’s performance as MMDA general manager will be closely watched by both government leaders and the commuting public.
