The comprehensive list of topnotchers or the top 10 passers from the November 2023 Civil Engineering Licensure Exam (CELE) is now available on this page, released on November 24, 2023 (Friday) or within five (5) working days after the conclusion of the exam.
The Professional Regulation Commission (PRC) administered the second Civil Engineering licensure exam of the year on November 17 and 18 in various cities, including Manila, Baguio, Butuan, Cagayan de Oro, Calapan, Cebu, Davao, Iloilo, Koronadal, Legazpi, Lucena, Pagadian, Pampanga, Rosales, Tacloban, Tuguegarao, Zamboanga, and Palawan. As candidates eagerly await the results, the topnotchers serve as a testament to the exceptional performance of individuals who have excelled in this rigorous examination.

PAST EXAMINATIONS
During the April 2023 Civil Engineering board exams, Garret Wilkenson Ching Sia of De La Salle University – Manila and Alexis Castillo Alegado from Mariano Marcos State University – Batac emerged as topnotchers with an impressive score of 92.10%. Following closely, Reden Christian Tandoc Mercado of Saint Louis University and Casmer Blah Dilangalen from the University of the Philippines (UP)-Diliman shared the second spot, both securing a commendable 90.45%.
In the November 2022 Civil Engineer board exams, Carl Jervin Rivera Magtira of the University of the Philippines Los Baños (UPLB) claimed the top position, achieving an outstanding score of 95.00%. Andrew Aren Binondo Ong from UP-Diliman secured the second rank with an impressive score of 94.00%.
Moving back to the May 2022 Civil Engineer board exams, Arianne Joyce Anselmo Dameg of UP-Diliman, Archigine Agleham Labrador of the University of Saint Louis – Tuguegarao, and Jameson Glen Chiu Lim from Xavier University shared the first spot with identical ratings of 93.95%. Following closely, Johnlern Dagala Paden from FEU Institute of Technology secured the second rank with a noteworthy score of 93.60%.
In the November 2021 Civil Engineer board exams, Rajiv Nooh Dalagan Amil of Ateneo de Davao University topped the board with an impressive score of 93.25%. Meanwhile, Charlene Grace Varrera Gelotin from the University of Negros Occidental – Recoletos and Lyka Jane Maglinao Pesigan from the University of Batangas shared the second spot, both securing a notable 92.75%.
Turning back to the November 2019 Civil Engineer licensure exams, Lou Mervin Tristan Pua Mahilum of the University of San Carlos led the board with a remarkable score of 93.25%, closely followed by Jeremy Recinto Rifareal from Polytechnic University of the Philippines (PUP) – Lopez, who secured the second position with an impressive score of 93.10%.
