Several waterspouts were witnessed in Bacolod city and other parts of Negros Occidental. Just before noon, several residents took video of the waterspout on the Talisay City beach.
This was followed by a waterspout that seen on the beach near Bredco Port, Bacolod city around noon. According to the City Disaster Risk Reduction and Management Office, it was not a tornado but a waterspout or a rising column of wind and water mist.
According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), waterspouts, while a natural occurrence, is very rare in the Philippines.
“Tornadic waterspouts,” also referred to sometimes as “tornadoes over water,” are formed from mesocyclones in a manner essentially identical to land-based tornadoes in connection with severe thunderstorms, but simply occurring over water. A tornado which travels from land to a body of water could also be considered as a tornadic waterspout.
